APP With A Bug

National News in Canada includes a daily commute to Alberta in an ICE vehicle (ICE: that's Inconceivably Confused Economics) fueled by CEOs (Cash Extraction Officers) who earn about $40,000 per day to convince you that you can't get along without petroleum. Your ICE is driven by PDS.

I know. You thought PDS was Pretty Darn Smart. You were wrong. PDS is Premier Daniel Smith, which is something else entirely. She's the one who put a POA on renewable energy projects (POA: Pause On Approvals) because they might be expensive to decommission in 30 years, unlike the petroleum industry which is busy UDCing (Underestimating Decommissioning Costs) right now before POAB (Peak Oil And Bankruptcy) so they can leave the mess for PDS to worry about.

PDS isn't worried. She can pay it down using the APP, which is like some dream Elon Musk had when he Xed Twitter and lost his shirt, well, the pocket of his shirt anyway. APP is the Alberta Pension Plan, which PDS thinks will extract 53% of the capital from the CPP (Canada Pension Plan) so she can spend it on the pensions of three dozen Albertans remaining in the province after the oil market tanks, with enough left over for tailings pond and orphan oil well remediation. 

PDS doesn't realize that contributions from employment income determine the pension payout regardless of where a pensioner resides. In other words, with the APP, she gets to pay the pension of everyone who earned a buck in Alberta, even after they move to California. And she will have to hire 4327 civil servants to keep track of who earned what in Alberta and where they live now. Furthermore, since the CPP is not fully funded by contributions of the pensioners while they were employed, and the deficiency must be made up by current wage-earners, the fifteen farmers left in the province after the demise of the oilsands get to pay the deficit.

Which is why the APP has a bug, a national plan does not, and PDS is aka (also known as) Pretty Darn S----d.
